In the new Millenium, the salience and permanence of social exclusion and discrimination on the ground of nationality, ethnic origins, belief and religion, gender and sexual orientation is beyond question in Europe. At the same time, citizenship is promoted as a programme for making equality the basis of social cohesion. Diversity and equality are valued as the core-element of the European collective identity.

On the one hand, pluralistic, multicultural or 'multileveled' membership is more and more perceived by the European institutions as a valuable feature of contemporary citizenship. In doing so, equality is an issue of fighting against all forms of discrimination. The Article 13 of the Treaty of Amsterdam (1997) has set up a framework in that perspective.

However, on the other hand, a counter-agenda has emerged in the EU member states that crystallises national identity against the chaos of ethno-cultural and religious diversity, citizenship as an issue of national cohesion, and the welfare as conditioned by restrictive immigration policies. With the raise of the far right in some European countries, the liberal model of citizenship is under attack. So is the principle of tolerance towards diversity.

The international conference Citizenship and Discrimination in Europe aims to address these issues within this highly sensitive and paradoxical context. How far discrimination can be addressed through a citizenship perspective? Symmetrically, how can citizenship become a tool for tackling discrimination, and shape new understandings of social cohesion and solidarity in Europe? Under which conditions and for which results?

This conference will bring together leading international academics, policy-makers, NGOs representatives and social workers from all over Europe for three days :

1/ (Anti-) Discrimination
Analyses, Hypotheses, Perspectives
December 6: 9.00am-6.00pm

The conference will begin to explore further recent trends in anti-discriminatory policies in Europe. It will do so through revisiting new policy-orientated approaches on discrimination, integration and equality, and setting up the scope of the anti-discrimination challenge in immigration societies.

2/ Shifting Citizenship
December 7: 9.00am-6.00pm

The conference will then turn to the issue of citizenship and the way traditional boundaries of citizenship are shifting and being challenged. A particular attention will be paid to religious discrimination too, notably through the case of Islam in Europe.

3/ From Supranational to Local: Experiences and 'Good Practices'
December 8: 9.00am-5.00pm

Finally, the very European framework on anti-discrimination will be addressed, from a supranational to a local perspective. Policy-makers, academics and practitioners will share local, national and European experiences of 'good practices'.
