Research Teams - ISITO

The research programme is based on four research teams, in Moscow, Samara, Kuzbass (Kemerovo and Novokuznetsk) and Syktyvkar (Komi Republic). Since 1994 these teams have been constituted as regional affiliates of the Institute for Comparative Labour Relations Research (ISITO), which is registered in Moscow. Vadim Borisov is Executive Director and Simon Clarke is Scientific Director of ISITO.

The four research sites provide very good coverage of distinctive types of region. Kemerovo (Kuzbass) is a heavy industrial region, with a diversified economy based on coal-mining, metallurgy and chemicals, all of which are in deepening crisis. Kemerovo was the base of the miners' strikes of 1989 and 1991 which payed a crucial role in the collapse of the Soviet system and in Yeltsin's triumph over Gorbachev, but is now one of the strongest electoral bases of the Communist Party thanks primarily to Aman Tuleev, the former head of the regional administration who moved to Moscow in the summer of 1996 as Minister for Relations with the CIS, before returning to Kuzbass as Governor in 1997. Syktyvkar (Komi) is a typical provincial administrative centre of an Autonomous Republic which has a stable social and political structure and a homogeneous elite, well-endowed with natural resources that have considerable export potential. The Vorkuta coalfield, located in the North of the Republic, developed on the basis of the notorious Vorkuta gulag. Its miners have a long-standing reputation for radicalism and, unlike their counterparts in Kuzbass, have continued to vote for Yeltsin. Samara is one of the most militarised industrial cities in Russia, 85% of its industrial production having been for military use, facing acute problems of conversion. The oblast is also home to the giant VAZ auto plant in Togliatti, which now faces its own crisis, and to significant oil and gas resources. The regional governor, Titov, is one of the most loyal to Yeltsin. Moscow is not only the capital, but also an industrial city with a highly developed capitalist commercial and financial infrastructure, in which enterprises have close international and political connections.
