Administrative/Biographical History

The Association of Tax Clerks was founded in 1892 and became the Association of Officers of Taxes in 1922. The Association of Officers of Taxes joined with the National Association of Assessors and Collectors of Taxes and the Valuation Office Clerical Association in 1936 to form the Inland Revenue Staff Federation. The Inland Revenue Minor Establishments' Association joined the Federation in 1938. The IRSF functioned as a federal union until 1939/40 when it became a unitary organisation. On 1 January 1996, it amalgamated with the National Union of Civil and Public Servants (NUCPS) to form the Public Services, Tax and Commerce Union (PTC).

James Callaghan, subsequently a Labour M.P. and Prime Minister, was appointed Assistant Secretary of the IRSF in 1936 and held that position until he joined the Royal Navy during the Second World War.

Scope and Content

Annual conference files, 1927-52; circulated minutes of various civil service joint bodies, 1920s-40s; subject files 1929-56; Association of Officers of Taxes: various minutes, 1923-6; Tax Clerks Journal, 1912-13.

The 2005 deposit includes Executive Committee/National Executive Committee minutes 1949-1984, 1989-1995; General Purposes Committee minutes 1937-1995; various Whitley Council committee minutes, 1939-1991; various journals including Taxes, 1916-1986 (incomplete), the Tax Clerks Journal, 1912-1921, and Federation News, 1956-1982. Taxes includes agenda and annual reports for the Annual Delegate Meetings. The publications include A. J. Brown, the Taxmen' Tale. The deposit also includes minutes of the City of London Association of Assessors and Collectors, 1907-1952.

Immediate Source of Acquisition

It is understood that many of the ISRF's records were destroyed in 1982 when the union headquarters moved to new premises. This collection was deposited in the Centre on 26 July 1988. It had formerly been held by Kingston Polytechnic. A further 37 boxes were added by the Public Services, Tax and Commerce Union (PTC) in June 2005.
